I have read what the Sussex Women in Motion had to say about Governor Minner and it seems to me that they left out alot. Their report is biased and it shows, but they're entitled, nonetheless.

I'm a tad short on time at the moment but I hope to get back sometime soon so I can give my opinion.

Think tank grades Delaware's Minner a C

WASHINGTON - A think tank's report released Friday gave Democratic Gov. Ruth Ann Minner a C for her handling of the state's financial situation since taking office in January 2000.

"A Fiscal Policy Report Card on America's Governors: 2002," was authored by two members of the Cato Institute, a conservative public-policy research organization.

The report favored governors with fiscally conservative records. Those who lowered taxes and cut state spending received the higher scores. Only two governors - both Republicans - garnered an A grade. Gov. Minner received 54 points, ranking her 14th out the country's 50 governors.

"Spending has surged in nearly all states in the past decade," the report said. "States should be combating current budget gaps by going after the source of the problem and cutting spending."

The report criticized Gov. Minner chiefly for proposing an increase in the state's 24 cents-per-pack cigarette tax, which she did during the legislative session to help bridge a then-predicted budget deficit.

Gov. Minner, who has had to trim the state budget several times since taking office, was traveling on a trade mission in South Africa and unavailable for comment. Her spokesman, Gregory B. Patterson, defended the governor's record.

"It certainly seems to be an odd score," Mr. Patterson said. "Governor Minner has, throughout her term acting in response to the economy, made Delaware one of the few if not the only state that has not raised taxes, laid off workers, dipped into its emergency fund or seriously impacted services."

Mr. Patterson said Gov. Minner should not be faulted for proposing a boost in Delaware's cigarette tax.

"A lot of the score seems to be based on the fact (Gov. Minner) attempted to raise the cigarette tax," Mr. Patterson said. "If the Cato Institute wants to give the governor a bad grade because she wanted to keep kids from smoking and fund a fight against Delaware's high cancer rate, I guess they can do that."

Governor Minner has done nothing but destroy the economy of this state. Her so called business trips to Africa and other countries at State taxpayers expense are a farce. Also her so called concern for the health of the citizens of this state are a joke.. Passing this Indoor smoking ban in the bars, slots and Race tracks will bankrupt the state and it is an example of how she only thinks of herself and her personal gains over and above the citizens. I would like to see the true statistics on all the smokers that she claims in her statement that she said supported her decision.. She needs to be removed from office before she causes us to go broke. Next move of hers will be to create a sales tax and increase property taxes. She needs to be thrown out on her butt before it is too late.

I agree that Minner should be removed from office. Sussex Women in Motion are also basing this on their own agenda, not the state's as a whole.

The prisons are understaffed, leaving the correctional officers and the inmates in an unsafe environment. They are also grossly underpaid.

Probation and parole is so understaffed that some officers are supervising between two and three times the number of convicted criminals they are supposed to. These are the people that are living within our communities.

Social Services is understaffed, causing some people to have to wait months for their benefits. This includes the elderly, who sometimes have to choose between buying their medication and buying their food.

Some Division of Mental Retardation facilities are in such disrepair that they could never legitimately pass an inspection from the Department of Health. These facilities are used by individuals who are already prone to have many health problems.

If we have any snow to speak of, the Highway Department usually runs out of salt, sand, or cinders. This, of course, effects our safety on the roadways.


Because we have $600,000 to change the state slogan to one that suits the governor. Keep in mind that we already have at least four slogans.

We budgeted tens of thousands of dollars to build a new fence at the governor's mansion. She already has Capital Police on the grounds 24 hours per day, and you are stopped as soon as you even pull in the driveway.

And, of course, the politicians recently voted themselves another raise. By the way, for many years state employees haven't received enough of a pay increase to even keep up with the rate of inflation.

The State Police received a 17% pay increase ... not that they didn't deserve it, but why so much when other agencies aren't even allowed to fill vacancies as people leave?

Let's not forget yet another trip outside the country for the governor. Most state agencies aren't even financially able to send employees outside the state for training to remain proficient at their current jobs.

Minner has also placed limits on the temperatures of heat and air conditioning, which apply to all state buildings, except the governor's mansion, of course.

Ruth Ann Minner has created more new management positions for friends and family than I have ever seen. Meanwhile, most state agencies are in such financial crisis that they can't hire to fill exisiting vacancies when employees leave or retire.

Could there even be any question that this women has done the poorest job of anyone who has ever been in the governor's office in this state? Have you ever seen such public disapproval of a Delaware governor, or any politician for that matter? She has recently been "booed" of the podium twice.

I am very sad to say that I voted for her. But I do not know anyone who would vote for her again, and we share the same hometown.

I am also sad to say that I voted for Ruth Ann! It was a mistake I have learned from and won't make again! Does anyone know where the bumper stickers come from that say Ban RuthAnn? I am against bumper stickers on my vehicle but this one I would use. I also agree with the saying "One term Minner"! She will NEVER get re elected. I whole heartedly disagree with the smoking ban she signed. For the record I am an ex smoker. I agree with the not smoking in restaurants, the smokers can wait until leaving. I totally disagree with no smoking in bars/casinos. That is unrealistic. What a hardship this creates on the busisnessman!!!! I know of a lot of people who won't frequent these establishments due to the new law. I also know of a lot of people who will support the casinos in New Jersey again, what a loss of REVENUE that apparently is much needed in this State. The state of the economy is only going to get worse! What a mess she has made of OUR State. I saw her at Governor's Day at the Delaware State Fair and was quite suprised at the amount of people who "booed" her when she came to the podium. I have never heard that when another Governor addressed the podium. I guess there are very few people who are happy with the job she has done. Once again, she got my vote once, but not again. She should be impeached.

I feel sorry for the smokers but I feel even worse for all the business owners who rely on smokers patronage. What gives the State of Delaware, the right to tell a business owner how to run his/her business. One by one our state, along with others and the federal government are taking away our FREEDOM of CHOICE.
I hate my money being spent to advertise something I feel is wrong. The other ads are directed to over weight people. Look out McDonalds, fatty foods contribute to this. Should we ban fast food resturants?
As you can tell, I won't vote for Ruth Ann in two years; but will we all remember? I will. What about our senators & represenators? Please keep in mind, we always seem to re-elect most of our politicians. Are we stupid?

The same "what" gives the state the right to ban other carcinogens like asbestos from the evnironment. It is called the protection of the public welfare and when will you stooges of the Tabacco lobby learn not to equate the right to give others cancer with your right to freedom of choice. No one is preventing you from slowly killing yourself with cigarette smoke in the privacy of your home or in the street. Your rights end at my nose!

Thankfully we have leaders who are eons ahead of the vocal minority in this state.

I think Gov. Minner is a complete and utter idiot. She has absolutely no clue of what this asnine "anti-smoking" ban will do to the tourist trade of Delaware. I am not, nor have I ever been a smoker; however, if Minner is allowed to violate the rights of smokers in Delaware, what will be next? Will she next attempt to spy into private homes to be sure there are no cigarettes being lit? Will she then attempt to pry into private citizens sex lives? The 'Madness of Minner' must cease now! Get her out asap! The people of Delaware would be better served by a governor who is more concerned with child welfare and protective services than one only concerned with making a name for herself: as the most ridiculous governor of Delaware!

I wrote a letter to Senator Biden, Representative Bunting and Governor Minner seeking assistance with a personal. This matter directly related to the Family Court system and the DSCE.

I heard back both Sen. Biden and Rep. Bunting, both of whom forced the Family Court and DSCE to review a case and review policies and procedures.

I never received a reply from Governor Minner's office.

There are so many scandals that have not been made public it is unreal. It's like she is oblivious or something. Why hasn't the State Unemployment Division Director McPherson been investigated?? His division just settled a lawsuit a few months ago in which he was accused of racial discrimation. Minner doesn't care that her officials are corupt & that's pathetic

Her smoking ban, passed only to get her name in lights is killing the state on vital income, not to mention buiseness owners. I don't care for Minner and I know she won,t be re-elected, but I am enjoying the smoking ban. I also must say, as one who goes out to regular hang outs, I've noticed no reduction in patrons. Ruth Ann is a problem to the welfare of ALL Delawarians. I here all the anti-tobacco left wingers ranting about stopping teens from smoking and saving the public from a health risk. Try this on for size and fit. In 1999 there were 7 times more people killed in automobile incidents than died of all forms of cancer in the State of Delaware. Will you support a ban on cars? I didn't think so because it does not serve you. The sun causes cancer are you going to ban it too? This is the same party that wants to legalize marijuana use. Tobacco for pot. Now there's an ethical choice. Speaking of scandals, how about Ruth Ann trying to close the slots in Harrington? All because her niece decided to strip off her underwear and dance on the bar. Resulting in a prompt firing of said niece. Accusations of prostitution and drug sales flew around all driven by Ruth Ann, because her niece acted like a tramp.

How could the State of Delaware go from a 100+ million dollar a year windfall to a budget crisis in 4 years? One thing.....bad leadership at the top. How did Pete Dupont pull Delaware out of an economic crisis that was so bad that Delaware couldn't borrow a cup of sugar? He did it without the 100's of millions generated by the slots. Ruth Ann is out for herself and no one else. She has done her best to rank Delaware right up there with California on the stupid law charts. Next she will try mandate how many times a week a married couple can sleep together. Ruth Ann is a communist. I rank her up there with Jacques Chirac for underhanded "pad thy wallet" politics.

New York and Delawarean smokers rejoice in essence, the defeat of the NJ Smoking Ban. Of course, this means more hard times for the Delaware and New York Hospitality industries. The First State in the Region to ban smoking will be the only State in the region with a smoking ban and will kill the Delaware Casinos, Bars and Restaurants. But wait a minute, Governor Minner said "we knew that would be the case". Congratulations Governor on your foresight.

I have offered to build a large manufacturing facility in an area of need (economic growth) I can offer as many as 500 jobs. I went through the depy. of economic growth & dev. only to receive word fron one single individual (Rob Propes) that he would not even present the plan to his dept. The entire board is outraged that the possible employment of 200-500 people should be left in the hands of one individual. I have e-mailed Ruth several times in the past 3 mo. with no responce. Does she even read her own mail? Now I have an appt. to place my plant in MD.

I voted for Minner last time and I am a lifelong Democrat. This time around Minner will not get my vote. Bill Lee is nearing 70 years old and he is a republican and I wont vote for him either. Frank Infante from Smyrna is an interesting candidate and I will be studying his platform more carefully and he may get my vote.

With senior democrat State officials quitely supporting Infante for Governor behind the scenes, it is a testament to the disdain for Ruth Ann Minner.

Before Lee selected Umaroso, Lee was turned down 5 times by individuals whom he invited on the Ticket as Lt. Governor. His Lt. Governor pick has "money" and thats the only reason Lee picked him. And he had the arrogance to announce this fact pubicly.

Infante has yet to endorse a Lt. Governor candidate. I am waiting to see who this will be and reserve my vote potentially for Infante depending on who is selected for Lt. Gov.

I'm a Ruth Ann Fan. She doesn't have the support of a spouse; she's a widow. She's not especially beautiful, and somewhat overweight with only a GED. She has gotten where she is by her own hard work, patience, intelligence, and drive. I really admire her.

I am so proud of her accomplishments. She doesn't have a college degree and the intellectuals make fun of her for that. Well I say Nuts to You because she Is The Governor! How About That!

And as a woman with a daughter I am always sure to tell her about Ruth Ann because I want to encourage her to believe in herself and not be afraid to succeed just because of her gender. What a remarkable example Ruth Ann is!

Ruth Ann has demonstrated courage and has done an overall good job for the people of Delaware.

And folks, there's no one better than Ruth Ann on the ballot, so Ruth Ann will be re-elected.

I too will be voting for Infante. I do not know who he will be running for lieutenant governor and as a Democrat, I really don't care! I hate Minner, but I think Carney is ok. I'll probably split the ticket accordingly. Although, I will give whomever Infante runs with a chance. We'll see!

Can anyone tell me how an uneducated GED holding tow truck driver with limited intelligence (and teeth) can become the Governor of a State? Minner is as much an embarrassment to Delaware as Ventura was to Minnesota. Educated candidates have been sidestepped while Minner was elected 2x.
