Grants to Eliminate Hookup
Fees for Oak Orchard Sewer

County Administrator Robert L. Stickels told Sussex County Council that hookup fees would be eliminated and annual user fees reduced for the Oak Orchard and Pinetown sanitary sewer districts thanks to grants tentatively approved for the projects.

At council's Tuesday, Jan. 16, 2001 meeting, Stickels said the Oak Orchard district has received tentative approval for a $7.7 million from the state's Wastewater Advisory Council that would eliminate the anticipated $1,100 hookup fee and reduce the annual fee for an average 75-foot lot from $595 to $520.

The grant, Stickels said, would come from a combined package of a $3.8 million grant from the state's 21st Century Fund and a $3.9 million loan from the state's revolving loan fund.

Stickels said the funding is contingent on approval by the Delaware Department of Finance and the Department of Natural Resources and Environmental Control. He said he expects final approval by Feb. 1.

The estimated cost of the Oak Orchard project, projected to be completed by 2003, is $8.7 million. Stickels said the two grants, combined with an earlier $963,000 federal HUD grant, would allow the county to eliminate the connection fee.

The Pinetown project is an expansion of the West Rehoboth Sanitary Sewer District. Stickels said Pinetown has worse conditions than Ellendale.

The Pinetown project will cost $668,000 and be 100 percent funded by grants of $450,000 from a federal rural development grant and $218,000 from the 21st Century Fund.

There will be no connection fee and annual fees of just $382 per year.

"This will be one of the most affordable rates the county has seen in years," Stickels said.

County Finance Director Dave Baker said construction of the Pinetown expansion could be completed by the end of next year.
