Milford native Ruth Ann Minner became Delaware's first female governor when she was sworn into office to fill the remaining term of Thomas R. Carper on Wednesday, Jan. 3, 2001.

Delaware Governor Ruth Ann MinnerMinner, who won the governor's seat over Republican John Burris last November, will be officially inaugurated on Tuesday, Jan. 16.

The two-term lieutenant governor was sworn in Wednesday because Carper resigned as governor to be sworn into the U.S. Senate seat he won from long-time incumbent Bill Roth.

In a ceremony on the center staircase in Legislative Hall, Minner said, "There is much to be done and I want to get started. Those of you who know me know I am not shy. To me, these extra 13 days are an opportunity not to be squandered, so I will begin my work today, with old friends in the General Assembly and my friends in my cabinet."

The oath of office was administered by the Honorable William J. Walls Jr. of the Family Court of the State of Delaware. Minner's daughter-in-laws -- Margaret Ingram, Phyllis Ingram and Cindy Ingram -- held Minner's personal Bible as she took the oath.

After the ceremony, Minner signed her first executive order as governor, naming her cabinet nominees as "recess appointments".

The designation allows her cabinet nominees to begin work immediately but still requires them to be confirmed by the state Senate before permanently taking their positions.

Minner later announced that she will sign her second executive order to form the Governor's Information Services Task Force on Thursday, Jan. 4.

The task force, to be chaired by State Treasurer Jack Markell, will examine the operations of the Office of Information Systems and information services government-wide.
