to IRSD Referendum

Delaware Representative Joseph W. Booth

Dear Editor,

As a parent and former school board member, I want to express my support for the upcoming Indian River School District referendum.

Voting in favor of upgrading the facilities at the two high schools that are currently under construction will not result in higher taxes. Let me make that point clear. This referendum will not result in any tax increase.

If successful, this vote will allow the district to transfer $2.5 million into their operations budget. The money would be used to construct new athletic fields to compliment the new Indian River and Sussex Central high schools as well as pay for some additional construction expenses.

This is surplus cash. The district had set aside money to pay off the bonds floated to fund the schools' construction. A delay in awarding the construction contracts had the unexpected, but fortunate, effect of accruing interest and generating additional cash. State officials require the school district to dispose of this money.

New athletic fields were originally intended to be built as part of both schools. However, an unanticipated change in the state construction funding formula resulted in dropping the fields to lower the projects' price tag.

If we have to spend the extra cash, using it to construct athletic fields at our new high schools is a smart choice. By doing this now, we'll avoid the higher expense that we'd undoubtedly face in the future. It also allows Indian River to avoid the cost of transporting sports teams off school grounds to play at interim facilities.

We have an opportunity to greatly improve our new high schools without having to pay any additional cost. Voting "yes" in the March 18th referendum should be a "no-brainer."

Sincerely,
State Rep. Joe Booth
