GEORGETOWN -- Sussex County Council agreed to lease a portion of the old Angola/Lochwood Landfill off Route 24 to Habitat for Humanity for $1 per year at its regular meeting on Tuesday, June 26, 2001.

The lease will allow Habitat for Humanity to build a storage warehouse for its local housing projects for low-income families.

County Administrator Robert L. Stickels said the lease would allow the county to have a presence at the former landfill on 45 acres to discourage midnight dumping of trash.

Council also received an update from Stickels on several bills pending in the General Assembly.

Council directed Stickels to seek an exemption from approvals for municipalities on House Bill 39.

Stickels said officials have spent more than nine hours in meetings trying to reach an agreement on House Bill 39, the bill sponsored by Rep. Shirley Price (D-38, Bethany Beach) that would require impact studies from developers for projects around the inland bays.

Stickels said that even though amendments have been made and even though the bill is expected to be voted on this session, no agreement has been reached.

Stickels also advised council of Senate Bill 28. The bill would ask the county to set up sending and receiving areas for purchasing development rights.

"My concerns are that we can do TDRs (transfers of development rights) without this legislation if council so chooses," said Stickels.

Stickels said he wasn't sure that Sussex municipalities had been made aware of the bill and was directed to convey council's concerns to the General Assembly.

In Other Business ...
  • Council will not meet on Tuesday, July 3, 2001, in observance of Independence Day. County offices will be closed on July 4 and will reopen at 8:30 a.m. on Tuesday, July 5.

  • County Administrator Robert L. Stickels announced that the appeal of the Planning & Zoning decision to disallow the Sussex Ventures subdivision will be held Tuesday, July 10, 2001, during council's regular meeting at 10:45 a.m.
