Housing rehabilitation and sewer hookups topped the list of projects approved for Community Development Block Grant funds in Sussex County this year, according to County Administrator Robert Stickels The county will receive $1.17 million from the Delaware State Housing Authority. Because CDBG funds were limited this year, housing rehabilitation projects in Bridgeville, Ellendale, Georgetown, Laurel, Milford, Seaford and Selbyville did not receive a recommendation for funding from the independent review panel charged with evaluating each application. A sewer upgrade for Morningside Village, an emergency generator for Laurel, a replacement water main valve in Laurel, and a water main in Rehoboth Beach also did not receive funding this year. The panel evaluated the applications on the basis of their benefit to low-income people, the applicant's capacity for management of the project and the cost-benefit ratio of the project. Judge Rules in Favor of Council on CampgroundA Court of Chancery judge has denied an attempt by a developer to reverse a Sussex County Council decision on an application to build a campground at Fort Saulsbury near Slaughter Beach. The declaratory judgment action filed Feb. 14, 2002, by Burke and Cedar Creek Group L.L.C., sought to overturn the council's 3-2 vote to deny the application. The developer claimed the county council did not create a sufficient record for the court to review because the council members did not articulate reasons for their votes. The judgment action further stated that if the record was not sufficient, then the council's action was "arbritrary and capricious."
