Cape Shores
Owners May Get
Flood Insurance

WASHINGTON, D.C. -- Approximately 245 acres of Cape Henlopen State Park have cleared the final hurdle in Congress towards receiving federal protection from development and Cape Shores residents would be able to purchase federal flood insurance under legislation passed by the U.S. House of Representatives and introduced by U.S. Rep. Michael N. Castle (R-Del.).

Rep. Castle said on Thursday, Nov. 18, 1999, that the measure will require the U.S. Secretary of the Interior to include the acreage in the park's northwest section in the 3 million acre Coastal Barrier Research System.

The system protects sensitive coastal barriers, wildlie refuges, and parks from development by forbidding federal funding projects on properties within the system.

"Adding additional Cape Henlopen State Park land into the Coastal Barrier Resources System will help preserve its ecology and protect the environment from overdevelopment," said Rep. Castle. "At the same time, we are ensuring that Delaware residents living in Cape Shores may purchase affordable flood insurance."

Rep. Castle proposed to include the 245 acres because he said it was mistakenly excluded when the Coastal Barrier Resources System boundary lines were drawn by the U.S. Fish and Wildlife Service in 1990.

Rep. Castle said that when the boundary went into effect in 1991, the agency wasn't aware that Cape Shores was included in the upper northeast edge of the protective boundary, which prevented residents of Cape Shores from purchasing federal flood insurance.
