Crop Insurance Reform

President Clinton signed federal crop insurance reforms on Tuesday, June 20, 2000, that will reduce farmers' premiums and allow them to buy more insurance to protect themselves against staggering losses caused by weather disasters such as last year's heat and drought.

Agriculture remains the largest industry in Sussex County.

Delaware Gov. Thomas R. Carper praised the Agricultural Risk Protection Act, saying it would help prevent farms from going out of business due to conditions beyond their control.

HR2559 reduces the premiums farmers pay for crop insurance. By providing higher subsidies for producers who choose to increase their coverage, its intention is to allow more farmers to be covered by more insurance and reduce the need for other forms of federal assistance and ad hoc disaster payments.

The bill also addresses perceived regional inequities in the crop insurance program and expands the risk management tools available to specialty crop producers. The fiscal 2000 federal budget allocated $6 billion over the next 4 years for reforming the federal crop insurance program and directs how the moey will be spent.

"I am pleased that President Clinton has acted on this critically important issue," said Gov. Carper. "Damages caused by last summer's drought were devastating to our agriculture industry. There are no 'silver bullets', but this legislation will go a long way towards protecting the livelihood of Delaware farmers from future natural disasters."
