As Hurricane Floyd was making its way up the North Carolina coast toward Sussex County Thursday morning, Sept. 16, 1999, Bethany Beach had already seen some flooding -- as usual -- on Pennsylvania Avenue. Floyd was causing strong wind gusts and some rain in Sussex County Thursday morning and was expected to eventually bring winds up to 80 miles per hour and rainfall of 5 to 10 inches.
