Waiting for Floyd ... Floyd Begins to Introduce Himself Photos: The back side of Hurricane Floyd was much harsher on inland bays than the front side. After brushing past the Sussex County coast in mid-afternoon, Hurricane Floyd had one parting shot for the inland bays with high winds crashing waves over docks and bulkheads before heading off to Atlantic City as a tropical storm at 5 p.m. Thursday, Sept. 16, 1999.
