Waiting for Floyd ... Floyd Begins to Introduce Himself Photos: Docks on Indian River Bay at high tide as Hurricane Floyd approached. High tide came and went along the Sussex County coast and inland bays from 1 p.m. to 2 p.m. Thursday, Sept. 16, 1999, and fortunately, coastal areas didn't suffer the extent of flooding that could have come at high tide as Floyd approached.
