Sussex Waits for Hurricane Floyd Photos: Oceanfront homes that already sit precariously on the South Bethany coastline on Wednesday, Sept. 15, 1999, as they await the arrival of Hurricane Floyd. Sussex County and the state of Delaware have begun making preparations for the arrival of Hurricane Floyd some time Thursday night into Friday morning. As of Thursday morning, Sept. 16, 1999, Floyd was causing strong wind gusts and some rain in Sussex County and was expected to eventually bring winds up to 80 miles per hour and rainfall of 5 to 10 inches.
