Concept, New Regulations A workshop to introduce the concept of Quality Deer Management and regulatory changes will be held at 7 p.m. on Wednesday, Feb. 27, 2002, in the DNREC Auditorium. The Division of Fish and Wildlife, the Delaware Department of Agriculture, and the Delaware Farm Bureau have formed a partnership to educzte landowners and hunters about the benefits of quality deer management. The concept of Quality Deer management was initiated in Texas during the 1970s to unite landowners, hunters and biologists in producing biologically and socially balanced deer herds within existing environmental, social and legal constraints. In Delaware, the division says increasing deer populations and decades of overharvesting young bucks have resulted in large numbers of deer with heavily skewed adult sex ratios favoring females with few mature bucks. In addition, increasing deer/vehicle collisions and damage by deer to crops, timber and the environment have become serious concerns. Delaware responded to such concerns in the1990s with regulatory changes designed to stabilize the state's deer herd. The division intends to introduce several regular changes for the 2002-03 season to promote quality deer management in the state, including the following:
